Victory was contracted to write low-level and high-level nonfiction passages, each with Common Core State Standards-aligned questions for struggling readers. Fluency Tutor’s primary tactic is to have struggling readers record their voices as they read, and each Victory passage was vetted with that auditory learning goal in mind.
